Investigators said the animal appeared to be a black-and-brown female Doberman Pinscher. Evidence at the scene indicated the dog had been dragged along Paige Bayou Road using an orange ratchet strap and a black-and-red ratchet strap.
Authorities say the dog was ultimately left near Kenneth Cole Road with the ratchet straps still attached.
