City of Long Beach moves forward with inner bulkhead wall project
Long Beach, MS, March 4, 2025– The City of Long Beach is advancing with the Inner Bulkhead Wall Project, following the official bid opening on February 27, 2025, at 10:00 a.m.
This critical infrastructure project will enhance the stability and resilience of the Long Beach Harbor, replace the deteriorating break wall damaged by Hurricane Zeta, and improve public access through the construction of a new pedestrian walkway.
Project Background and Funding
The commencement of this project was contingent upon the resolution of an arbitration case with the Federal Emergency Management Agency (FEMA). Due to funding regulations, the City was required to delay the removal of the existing bulkhead wall and walkways until the arbitration process was concluded, as premature action could have jeopardized potential FEMA funding.
With the arbitration now complete, the city is proceeding with the planned improvements.
Funding for the Inner Bulkhead Wall Project has been secured from multiple sources, including state appropriations, Tidelands funds, Gulf Coast Restoration funds, and the Gulf of Mexico Energy Security Act (GOMESA) funds.
The project has been structured with a base bid and multiple addendums, with the total estimated cost reaching $5.8 million.
Scope of Work and Structural Enhancements
The new bulkhead will be constructed utilizing a 10-inch concrete sheet pile wall, reinforced with battered 14′ x 14′ concrete piles, ensuring superior durability and structural integrity. In addition to the bulkhead replacement, the project includes:
- A new pedestrian walkway, measuring 8 to 10 feet in width, constructed with concrete piles, extending from the Harbor House southward
- Enhanced shoreline protection, replacing the existing, storm-damaged break wall with a more substantial and resilient structure
- Improved public access, allowing residents and visitors to safely traverse the harbor’s inner perimeter
Project Timeline and Next Steps
The Long Beach Board of Aldermen will review submitted bids and vote on the award during their regular meeting on March 5, 2025. Once awarded, construction of the new bulkhead system will commence.
Upon completion, the City will initiate the next phase of the harbor’s restoration, which includes the reconstruction of connecting piers to further strengthen the harbor’s infrastructure.
