Ocean Springs man to serve 45 years for DUI deaths of New Orleans sisters

An Ocean Springs man will spend 45 years in prison for causing the deaths of sisters from New Orleans in a drunk driving collision in 2022.
45-year-old Joseph Nangle was sentenced to two 25-year sentences with 45 years to serve and five years of probation in the deaths of 54-year-old Elizabeth Ann “Lisa” Conners Kelley and 51-year-old Mary Julia “Julie” Kelley on July 9, 2022.
The sisters were en route to Ocean Springs to visit their parents and stopped at a red light on Bienville Boulevard when Nangle hit the back of their vehicle, which caused an explosion and fire.
Julie Kelley and her dog, Duke, were trapped in the burning car, despite bystanders’ efforts to rescue them. Lisa Kelley was in the front seat and first responders were able to get her out but she had significant burns and other injuries and died shortly after arriving at the hospital.
Nangle was clearly under the influence, as toxicology results showed that he was over two times the legal limit for alcohol impairment, had marijuana and amphetamines in his system, and admitted to snorting meth that day. Prior to the crash, Nangle was traveling more than 20 miles over the posted speed limit and was increasing his speed at the time of the crash. He later admitted to looking at his phone while driving at the time of the collision.
