Bay St. Louis Appoints Interim Police Chief Alvin Kingston Following Chief Toby Schwartz’s Resignation

Bay St. Louis, Mississippi – On November 6, 2024, Mayor Mike Favre accepted the resignation of Police Chief Toby Schwartz, who stepped down from his position due to personal reasons.

Chief Schwartz, has served Bay St. Louis since August 2022, and lead the Bay St. Louis Police Department focusing on growing the police department, increasing officer training, and improving community relations.

Mayor Favre said, “Chief Toby Schwartz has been an invaluable leader for our city. He didn’t just serve Bay St. Louis.  He helped guide Bay St. Louis through the tragic loss of Sgt. Steven Robin and Officer Branden Estorffe.  I thank him for his service to the City of Bay St. Louis.”

The Bay St. Louis City Council ratified the mayor’s appointment naming Alvin Kingston as the Interim Police Chief. Chief Kingston has served with the Bay St. Louis Police Department since 2017, working diligently in the role of Deputy Police Chief. Alvin has over 17 years of law enforcement experience. Chief Kingston is highly respected within the Mississippi law enforcement community and is actively engaged in the Bay St. Louis area.

A Bay St. Louis native, Chief Alvin Kingston is a graduate of Bay High School, Pearl River Community College and the University of Southern Mississippi. He lives in Waveland with his wife April and 4 children.
