Video shows arrest of suspect at Biloxi’s Neptune parade

Biloxi police are releasing a response to an arrest at the Neptune Parade in Biloxi on Saturday night that was caught on cell phone video.

Biloxi police say 32-year-old Richard De La Cruz is charged with disorderly conduct, public intoxication, and resisting arrest.

The incident began around 8:10 Saturday night at the intersection of Reynoir Street and Dr. Martin Luther King Jr. Boulevard when police received reports of a man assault a woman there, causing the altercation.

Biloxi police say they were making an arrest there, that’s when De La Cruz, who was not involved in that incident, allegedly approached officers while yelling.

Police placed De La Cruz under arrest and he resisted, was forced to the ground, and was hit in the arm multiple times in an effort for police to gain compliance.

Then, as police handcuffed him, De La Cruz experienced a medical issue and paramedics were called to the scene to examine him.

After being medically cleared, De La Cruz was then taken to the Biloxi Police Department Headquarters for booking.

On Saturday, February 10, 2024 around 8:10 pm, a Biloxi Patrol Officer saw a fight occurring in the area of Reynoir Street and Dr. Martin Luther King Jr. Boulevard. Once other officers arrived on scene, it was reported that a male had assaulted a female in the area, which led to the altercation. As the altercation escalated, officers made the decision to place one person in custody. Officers were eventually able to make the arrest, without further incident.

As officers attempted to escort the arrestee from the area, a person not related to the original incident started approaching while yelling. The person, later identified as 32-year-old Richard Paredes De La Cruz of Biloxi, continued being disruptive, which led to officers making the decision to arrest him. De La Cruz was informed that he was being placed under arrest, but he resisted, and had to be forced to the ground. While on the ground, he continued resisting. In an attempt to gain compliance, multiple strikes were administered to De La Cruz’s arm.

As officers were dealing with the arrest, instructions had to be given to members in the crowd, ordering them to move back. After eventually being handcuffed, De La Cruz experienced what officers believed to be a medial issue, and officers requested medical services. Medical personnel arrived on scene, assessed, and cleared De La Cruz. Afterwards, he was transported to the Biloxi Police Department and booked. De La Cruz was charged with Disorderly Conduct, Resisting Arrest, and Public Intoxication
