City Of Biloxi Receives Lawsuit
The American Civil Liberties Union has filed a class action lawsuit against the city of Biloxi.
ACLU is claiming the city is operating a “debtor’s prison” system by jailing people who cannot afford to pay fines, all without a hearing or a representation by counsel.
The plaintiffs, Qumortia Kennedy, Richard Tillery and Joseph Anderson, claim they say in jail for days, even weeks, solely because they were unable to pay fines.
The defendants in the lawsuit are Police Chief John Miller, the city of Biloxi, City Judge James Steele and Judicial Correction Services, the company contracted to collect fines.
