Architects from Dale and Associates in Biloxi have been working on the stadium plans free of charge for months. They presented those plans to the council and answered several questions about different aspects of the project. Many of the council members voiced concerns about the time frame and budget constraints. Robert Deming, a Biloxi Councilman, says, "What I'm concerned about though, is the time crunch. How much does the time crunch affect the price of these bids?" George Lawrence, a Biloxi Councilman for Ward 1, says, "I know right now you are doing all of this at no cost, but eventually, we have to pay a lot of people, so we have to make sure we stay in that 36 million to even have a shot at building this thing." Kenny Glavan, a Biloxi Councilman for Ward 6, says, "We've got 36 million. We don't have 36 million and one penny. That's all we got and it sounds like you all are working to make that happen." The architects of the project say they are confident the stadium will be completed by the deadline as long as construction begins as soon as possible.
